Lt. Col. De Leon C. Narcisse is chief of weather operations, Directorate of Air, Space and Information Operations, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. In this role, Colonel Narcisse is the senior weather representative for the command on all issues regarding policy, training and force development. He directs weather support to the AFMC commander, staff and crisis action team. He provides functional oversight to seven field units that support AFMC's depot operations, air armament, and flight test missions. He also provides operational expertise to staff meteorological functions supporting the Air Force Research Laboratory, Missile Defense Agency and the command's system program offices.

Colonel Narcisse entered the Air Force from Tacoma, Wash., in 1984. After a highly successful 10-year enlisted career he was commissioned a distinguished graduate of the United States Air Force Officer Training School, Maxwell Air Force Base, Ala., in May 1995 via the Airman Education and Commissioning Program. He has served in many positions including Flight Commander, Operations Officer, Executive Officer, Program Manager and Director of Operations.
